Whether a room lets you post or only comment, on 2 of them. That is read from the rules and from what survives in the room, never from a moderator. Rooms enforce by behaviour, so open a thread in a logged out window before you count a reply as delivered. Use www.reddit.com for that check: old.reddit now shows logged out visitors a login wall instead of the thread.
